Is the ID that you are using a US ID?

Do you know if this is happening in live mode as well or just test mode so far?

Gotcha, a theory we had is that our verification in test mode is different enough that we thought it could be a bug specific to that.
At this point, I think it would be best to escalate this to my colleagues that work on this functionality.
