Hello! No, performing a $0.01 manual capture for the scenario you described is not recommended at all.
Generally, Stripe sends a request to the issuing bank for either a $0, $1, or similar authorization to verify that the card is valid and the bank will allow it to be authorized.
Did you explicitly reach out to the bank and the bank said that Stripe attempted a $0 authorisation which they don't support?

Yeah our merchant reached out and said the following: Hi Team,
Hoping you can help shed some light for us, we've had a customer who has had multiple attempted transactions with us. He contacted his bank and said they advised it is because we are trying to verify with $0, not $.01, so it isn't even verifying. The customer advised that he's not getting the prompt to verify.

hmmmm, I'm a little dubious about that explanation from the bank representative. Looking at the example customer you shared, and referring pi_3RZ1ezKyXQtbkwAE2BTLRhkP under that customer, Stripe requested for 3DS and the issuing bank rejected the 3DS because no card was found
If that's truly the case as mentioned by the bank representative, I would expect to have seen additional reports on the matter, but I haven't come across any. Do you have any other reports from other customers too?
Yeah thats fair, let me check the list of failed transactions they gave me, likely all the same customer

Let me send you a DM so that you can create a ticket and we can reply on that ticket with some additional details and with some reference IDs which the customer can use to contact the bank with again to find out more if necessary.
