Hi there,
Unfortuantely we don't know anything about the WooCommerce Plugin. You can setup Connect in the Dashboard for each account (live/test/sandbox), but when it comes to why the plugin is not working with each or any of these account we wouldn't know and I would have to refer you to the WooCommerce Plugin support.
