Well the first thing that jumps out to me is that your Price object price_1RZDuxH5CITCWQWN8elyxTPK is licensed, not metered
So it's not set up for Usage Based Billing

Gotcha, so I did set up as licensed, but thought I had change it - my mistake there

Yeah, you will want to start with the meter and then create a new Price that uses that meter and so on
