When creating a Subscription with a free trial period it will activate immediately upon creation. Creating a Subscription that is incomplete and inactive is only possible if there is an initial fee. If you are trying to ensure that you have payment details collected prior to creating the subscription you'll want to utilize Setup Intents to collect a Payment Method prior to creating the Subscription
