One question was, is COP is a zero decimal currency? Documentation doesn't say it is. Additionally, was this restriction added recently and for new products only, because we have 185900000 in other places

No, just similarly long / longer digit amounts

In that case it may be that the account you made the request on with the larger amount had special permissions enabled that allowed this.

Are these permissions that we can enable on our end, or does Stripe have to enable them?
