Hi there. That setting proactively turns on 3DS for Subscription and Invoicing payments that match your Radar rules.
That setting does not give you a lever to avoid 3DS for payments where it would otherwise be required

Payment wouldn't be completed. We have a number of test cards that require authentication in various scenarios that you can use for testing: https://docs.stripe.com/testing#regulatory-cards
I'd highly recommend testing it out. If you're using Subscriptions, I would also recommend making use of our Test Clocks feature
