Thank you for the request IDs! US Stripe accounts can accept payments from India-issued Amex cards. The restriction on India-issued Amex cards only applies to Stripe India accounts.
As this channel is for technical integration with Stripe, I recommend contacting Support; they will be able to assist you in determining why AMEX is not being supported.
