I don't want to move to Stripe Custom for this. What I want to know is whether there's a way to collect all compliance information up front, but still use Stripe Express.

I'm not seeing anything on https://docs.stripe.com/connect/express-accounts related to this option.

Using Connect with Express connected accounts

Express connected accounts enable your platform to manage payout schedules, customize the flow of funds, and control branding. Stripe handles onboarding, account management, and identity verification.

Stripe Support can clarify this better than us, but my understanding is Custom is the type of account that you have more customize power (ie. requesting more info as you are doing), vs Express that you leave to Stripe to decide which information to collect, so this is fundamentally how it works

And there's no setting to just have Stripe collect all info up front?
