"We’re using the Stripe Customer Portal and would like to configure which payment methods customers can add or edit within the portal. Specifically, we want to allow only credit cards in the Customer Portal, even though our broader Stripe account supports additional payment methods (e.g., ACH, wallets, etc.)"
the customer portal sessions would be created for specific customers using the api

No, the available payment methods would be those which are supported on the Customer Portal and available for the Invoice or Subscription in question. The Customer Portal Configuration just allows you to turn on/off payment method updates.
