There was a recent change that caused this regression with the SEPA test payment method. I believe a fix was deployed last week to resolve this.
Can you create a new test transaction and see if you're seeing the same delay?

Ok, that test suite is still running. However, I can see SEPA payments that were submitted today that have this issue

I tried with the same IBAN as the one used in the PaymentIntent shared above and the payment succeeded for me
