Yes, you can enabled this when providing a customer
I'm not sure what stripe_payload is here, but you need to set saved_payment_method_options[payment_method_save]=enabled in the parameters

Oh, you can't control that (setting the default state checked).
If you want to ~force saving a payment method, you should use setup_future_usage instead:
This will only show PM types that can be saved, and will always save it following payment, and automatically shows mandate text to reflect that this will happen
