hello! We don't have specific dates on when that list will change. If you want to be notified for when the list of IPs changes, you'll want to do the below as mentioned in https://docs.stripe.com/ips

You can subscribe to the API announce mailing list to be notified of any changes to our IP addresses. We provide seven days’ notice through that mailing list before making changes.

restricting by IP addresses and doing webhook signature verifications are the recommended ways to keep your webhook endpoints secure. You can take a look at this page for other best practices : https://docs.stripe.com/webhooks

Receive Stripe events in your webhook endpoint

Create an event destination to receive events at an HTTPS webhook endpoint. Receiving webhook events is particularly useful for listening to asynchronous events such as when a customer's bank confirms a payment, a customer disputes a charge, a recurring payment succeeds, or when collecting subscription payments.

Yes it is, but it only announces changes of IP addresses.
