We receive the payment_intent once the invoice is finalized, but we would like to know if we can get the payment_intent while creating the subscription with pay_immediately as false which creates the initialy invocie as well in draft state

The payment intent and the client secret are only created when the invoice is finalised. So you won't be able to get it the moment the subscription is cerated with pay_immediately: false.
