Unfortunately it looks like that Invoice is quite old and somehow got into a weird state... I'm actually seeing it as in a closed state internally, which is leading to the error you are seeing...
Since this is so old it is out of log retention period so I'm really not sure how this got into this state.
My suggestion here is to reach out to our Support team via https://support.stripe.com/contact/login about this -- the next step is going to be to have us change the state of this Invoice on our end since you aren't going to be able to void it using the API here.
