Our docs are explicit on this.
This works in live mode only.
If this is a hard blocker for you on testing/going live with Stripe, I recommend writing in to Sales using the link provided to see if you can get temporary access to this from a Sandbox environment.
To be clear, as far as I know, there is no way around the live mode only requirement. But it doesn't hurt to ask.

Thanks. I thought maybe the doc says about high rate limits for live mode, but I was hoping that feature is somehow can available to test in the sandbox. Thanks again!
