if you are using Payment Element + PaymentIntent, then you'll have to handle the discounting logic on your end
So creating a form to enter the discount, computing the final amount, and creating the PaymentIntent for the correct amount.
if you use Checkout Session, then Stripe does support coupons out of the box.
So, in my case, Payment Element + Checkout session would be right approach..?
