Hello, that is actually a private feature that you need approval for so you'll want to reach out to your contact at Stripe (or our Support team via https://support.stripe.com/contact/login) if this has already been enabled on your account but isn't enabled on your sandbox.

Yes, we have Radar enabled in a good number of our accounts. Are you implying that we got that error given that the feature is not enabled for the account where the test was made?

Yes that appears to be the case. We can't enable features on any accounts here (since this is a public and insecure server) and I don't even have the permissions to do so. Sorry to pass you around but you'll need to reach back out to Victoria so she can go through the proper internal channels to get this account enabled for this feature. In the meantime you should be able to test on your other enabled accounts.
