so basically your subscription has already 2 subscription items and you want to create a pending update where you update 1 price and delete another right?
yes
unfortunately that's not possible, you'd have to wait until the pending update is confirmed and then delete the extra subscription item
thus far my integration has worked because i only supported upgrade flows, so it could go from base -> growth -> scale
base has only 1 item
while the others have 2 items
but going down from growth/scale -> base is not working

wait until confirmed means waitin for webhook event and handling there?
until confirmed meaning that the pending update has been applied
pending_if_incomplete means that the changes won't be applied unless the payment goes through
