The Invoice hasn't finalized because the SamCart Webhook Endpoint is failing. We discuss this here: https://docs.stripe.com/invoicing/integration/workflow-transitions#finalized
SamCart will have to fix that so you are correct to reach out to them. In the meantime you can finalize it via your Dashboard

Because their Webhook endpoint responded successfully for that Event
You can see this down at the bottom of the Dashboard when looking at the Events under Webhook attempts
yes it says Accepted ,queued for processing"
when you check the webhook endpoint . It is not there
