alright, for the new issue: The FX Quote's to_currency: "usd" must match the payment intent's settlement currency: "eur".
will this be ever changed? would be nice to specify the preferred settlement currency of a payment

Sorry for the delay here

I don't know much about the future development plans for hte FX Quotes API as it just went into public preview and we focus on GA features here. That said, my understanding is that it is specifically designed to support your settlement currency as that is what you are going to end up taking the payment in -- I don't think it is intended for ad-hoc FX rate checks to other currencies.
