A new validation for live refunds was unintentionally being applied to test refunds in an unexpected way

Yea, I've been taking a look at your latest request issue
So this is expected, when a card refund fails like that, you cannot retry further refunds on that card since they are expected to fail again
In such cases, how do you proceed? What should we do if the user still wants the refund? Can you guide me a little bit?
Basically you'll need to find another way to refund your customer, sending them a check in the mail or something along those lines.
In the rare instance that a refund fails, we notify you using the refund.failed event (see all refund-related events). If this occurs, you need to arrange an alternative way to provide your customer with a refund.
This should be rare, card refunds generally don't fail
(when they've succeeded payment ~recently)

The cases where they do are like, the customer paid you, then their account was completely closed
so cannot accept refunds
