Is the missing percent_off flag just a limitation of CLI v1.26.1, or has Stripe removed support for creating percentage‐based coupons via the API entirely?

It's still supported using the API:

It was just removed from the CLI
For unsupported options in the CLI, try using the -d option and send additional data
