Even if a user has a bank account added to their Google Pay wallet, the Stripe Payment Element will not show that bank account as a payment option in the payment methods dropdown — is that correct?

Correct, we don't yet support using Bank Accounts with Google Pay. We only currently check if there is an active card in the Google Wallet for whether to display Google Pay.
