Hi! Can I confirm if you are asking whether, if a user starts a subscription on the 2nd of the month and cancels it on the 20th, then renews the subscription two days later, the subscription continues as usual and expires on the 2nd of the next month?

after subscription cancelled and stay canncelled after billing end period does user able to renew this subscription from customer portal or I need to create new subscriptio from stripe checkout?

You cannot renew a subscription in a Canceled state. You will need to create a new subscription.

No because the cancelled subscription will not appear on the portal.
