I'm not sure I understand what context you are referring to Financial Connections. Stripe will attempt to use Financial Connections when setting up the External Bank Account for the Expresss Account.

Is that what you are referring to or are you asking about accepting payments using bank accounts?

We want to access Transactions and Balances on the Connect account the way we do for Customer's bank account

That isn't something I think we provide, that I know of

The financial connection created when the Express Account onboards is between Stripe and the Express Account

But let me double check some things

Okay so our doc says

Optionally, Stripe platforms in the US can request permission from your accounts to retrieve additional data on their Financial Connections account. Consider optimizing your onboarding process by accessing balances, transactions, and ownership information.

So that is something you would need to configure in your onboarding flow
