What information are you trying to get? Payouts that have occurred or payouts that while occur?

payouts that have ocurred, i think that's the only time I can list the balance transactions

Gotcha. Okay in that case I think webhooks are your best option.
You would create a webhook endpoint to listen for events on your Connected Accounts
https://docs.stripe.com/connect/webhooks
and specifically listen for the payout.paid event
There is an account property on the Event object that is only populated for events from Connected Accounts. This would let you map each Payout to a specific Connected Account
