can you try setting collection_method to send_invoice ?

I suspect the default behavior is charge_automatically which is looking for a payment method to charge

#

You can also just set payment_behavior to default_incomplete

#

allow_incomplete will start the sub as active
default_incomplete will start the sub as incomplete then transition to active when you pay the invoice
