I forgot to finish typing i guess lol but the customer in this scenario can't have a credit card because they are created via a webhook from Microsoft

can you try setting collection_method to send_invoice ?

I suspect the default behavior is charge_automatically which is looking for a payment method to charge

#

You can also just set payment_behavior to default_incomplete

#

allow_incomplete will start the sub as active
default_incomplete will start the sub as incomplete then transition to active when you pay the invoice

So if you want to keep collection_method to charge_automatically then you'd ought to use default_incomplete behavior
