As per the error, the account (acct_1R6nU6CRhIhjS2V6) does not have transfers enabled. Looks like it's awaiting verification/onboarding: https://docs.stripe.com/connect/onboarding

You can't – you need to onboard the account as if they're a real individual/user using one of the methods linked above and test data here: https://docs.stripe.com/connect/testing
