What is the portal configuration id?

If a portal configuration is deactivated, will it be listed if I do stripe billing_portal configurations list in the CLI? When I do that, I see no configurations in the account

That is still active. I think the issue is that you might be mixing accounts.
That object belongs to acct_1Ev7wXKq5AniimB0. On your CLI, what account account are you using?

that is our connect platform account, the configuration was supposed to be created in the connected account. maybe the account wasn't connected yet
