If a portal configuration is deactivated, will it be listed if I do stripe billing_portal configurations list in the CLI? When I do that, I see no configurations in the account
That is still active. I think the issue is that you might be mixing accounts.

that is our connect platform account, the configuration was supposed to be created in the connected account. maybe the account wasn't connected yet
