Once the invoice (e.g. https://dashboard.stripe.com/test/invoices/in_1R9eo2RtwOjRCnkuBsNSfFHE) from the subscription creation is finalised, you can't apply the promotion code.
You should set the promotion code before creating a subscription. This is how can do it: https://docs.stripe.com/billing/subscriptions/coupons?dashboard-or-api=api#promo-code-subscriptions
It's possible to update the existing subscription with the promotion code, but new invoice will be created and the old one will still remain
Your business requirements should decide when a promotion code can be applied
