Hello! I would like to know why when I submitted the above request, in the returned "payment_method_types" array in the returned SetupIntent that bacs_debit is not shown as available, when based on looking at the Customer configuration I think it should be there.

got it. bacs doesn't support SetupIntent, as mentioned here: https://docs.stripe.com/payments/payment-methods/payment-method-support#bank-debits-api-support

aha! i was thinking that it might be something like that. so for Bacs I don't have another option to save payment details ahead of time unless I am using Checkout? https://docs.stripe.com/payments/bacs-debit/save-bank-details My integration is a custom API flavor so I don't think I can use Checkout.

if you can't use Checkout, then no you can't use Bacs with SetupIntents.
