Not quite. I want to know if Stripe Financial Connections can transfer from a Business Bank Account -> Individual Bank Account

No it doesn't support facilitating moving funds between non-Stripe accounts

Understood. For that to be possible we would need the individual to setup a Stripe account as well?

As in if both the business account and individual account uses a stripe financial connections, they could then transfer?

I'm not really sure what you're describing, but Financial Connections can only be used to move money to/from an external bank account to/from a Stripe balance
