I understand. I don't think it will be possible to test this in this case, unfortunately.
But I think if it works with US in Test mode, it should work in other markets. There's not much integration variance here.
Or does this block you from testing something else?

In the US, we use the existing bank account, so we don't have this flow. We are now implementing this flow for Canada and Australia, and we will need to test those countries in the Sandbox. In those countries, a bank account is not supported for instant payouts, so we need to be able to test with a debit card

I understand. Not sure I can add much here.
Since it looks like token creation works as expected, I don't think there will be issues when you test it in production with a real debit card. Unfortunately, there doesn't seem to be any other way.
Have you tried those eftpos AU-specific cards? https://docs.stripe.com/testing#cards
Not sure if they're debit, but worth a try?

I tried the "eftpos Australia/Visa" and it turns out this is a debit card that supports instant payouts.
I didn't see this card, thank you! This will be enough to test this on the Sandbox
