so basically i need on create account get "transfers" to be enabled. So is such a flow possible. If not can my current flow me improved.

Any Connect Account will need to provide a minimum amount of information before we can enable the transfers capability. You can either use Stripe hosted onboarding to complete that process or you can collect that information yourself and provide it when you create the account.
