Customer Connected accounts don't have access to Stripe Dashboard. There must be some misunderstanding...
There's Connect Embedded Components, that let you build your own dashboard for your Connected accounts, but I don't think there's a component for Billing yet: https://docs.stripe.com/connect/supported-embedded-components
