for some users (less that 1%) the payment element doesn't show up
What is different for that 1% segment? There must be something different in your integration (null clientSecret ?)

nothing special at first glance (except that they are primarly on desktop). Looking at their stripe account events, the setup intent creation were successful and returned the client secret with a non null value. That's why I asked if there is any external reason why a payment element wouldn't show up.

Nope, there is no pending issue from Stripe side regarding this.
There should be a reproduction steps for this. I encourage you to debug your integration, add more logs and underline the difference.
