Hi, can you confirm your use case to attain the issuing balance from a specific date?

There is not a way to pass a date, https://docs.stripe.com/api/balance/balance_retrieve on the API. However, if you can add more details, I would like to see what workarounds there may be

Yes absolutely. It is so we can generate metrics or show spend against balance during a specific period of time.

and to do so we need to be able to understand the starting balance on a given date or date range
