I would hope the transfer never errors if the balance is available

If the account's transfers capability isn't active due to outstanding requiremetns, the transfer request will fail.

How come it errors when the agent might have an outstanding balance anyway?

Imagine fiverr, the freelancer completes a gig. I now try to transfer to their account
It would fail if they've not completed their requirements. But they've done the work, of course
I would have to hold the money and retry when they've fixed it

Do you know how the transfer capability might switch off active?
If the connected account is verified and transfer capability is enabled, perhaps it rarely becomes disabled?
Yes it's reare. One scenario off the top of my head:
- Your connected account has provided sufficient information and its transfer capability status is
active - 6 months later, the local regulations ask for more information
- The connected account's transfer capability may transition to
activeif they don't provide the required documents before the due day.
