Hello! Yes, PayPal is supported in the Express Checkout Element, but only under certain conditions. You should be able to see it as an option on this test page, for example: https://4242.io/test/express-checkout-element/

we need it to show at all time no matter what? is that possible?
I can't answer that without knowing more. Do you meet the requirements on the page I linked to above?
If your Stripe account is in the US then no, we don't support PayPal in that case.
