so, yes, it would be our best estimate that it has arrived in their external account.

I'm just curious, if we would still listen for payout.paid to know this for auto payouts, then what is the significance of the payout.reconciliation_completed event?

That event tells you when you can list the balance transactions assosciated with a payout to get an idea of what specific charges and such are assosciated with the payout. My understanding is that that is not available when payout.created happens, but will happen before payout.paid. It is about data becoming available in Stripe
