Topups are used to add funds to your Platform account - doc.
You can then [Transfer](<https://docs.stripe.com/api/transfers.) funds from your Platform account to the Connected Account. Once those funds are available in the Connected Account balance, it will be eligible for being paid out

How long will it take for the topups to be added to the platform balance?
also, should the topup amount reflect on the platform balance?

Unfortunately those aren't questions I am familiar with. We focus on helping developers code integrations with Stripe APIs here and not as much with funding timelines.
Where the topup funds will be reflected will depends on the reason you select when adding the funds (in the Dashboard).

US platforms add funds via ACH debit, and can take 5-6 business days to become available in your Stripe balance.
