Those requests are not passing any data. You need to use empty strings to unset metadata keys

"Address_PostalCode": "",

I do not have a lot of experience in this area so trying to work my way though it.

Yes, I recommend you revise your script to pass in empty strings for each metadata value

E.g.

try:
  stripe.Customer.modify(
    customer_id,
    metadata={
      "Address_Country": "",
      "Address_PostalCode": ""
    }
  )
