Apple Pay needs to be served over HTTPS. This is required both in development and production. You could potentially use ngrok to get an HTTPS domain [0].

another question - is it possible to use 1 click checkout via apple pay that creates a payment method token that can then be charged later ?
if so can you provide documentation?

I believe this should be possible by passing setup_future_usage when creating the PaymentIntent [0]
