Are you testing with new Subscriptions after you updated the settings?
Otherwise, the new settings don't go into affect until the next renewal period.
I'd create a fully new Subscription with a test clock and then advance time.
If you still don't see the invoice.upcoming Event then please provide the Subscription ID that you tested with.
