Yes you can use both endpoints APIs to fetch a Customer's PaymentMethods

I see what you are referring to:
https://docs.stripe.com/api/payment_methods/list#:~:text=If you want to list the PaymentMethods attached to a Customer for payments%2C you should use the List a Customer’s PaymentMethods API instead.

I think the main difference is on the performance level.

But both returns the same result for the same customer Id.
