I'm trying to test a destination charge using a connected account with country code set to MX ( mexico )

i was told that the only way to enable cross border payouts was for the connected account to accept a recipient service agreement. And I think I've followed all the requirements but the request keeps failing

Gotcha. This may have to do with the way your platform account is configured, per the error message. Let me see what I can find

Yes, that's correct. Platforms need to be designated a certain way before they can create recipient service agreement connected accounts with only the transfers capability (no card payments capability).
