When you use the PaymnetSheet, you create a PaymentIntent on backend and pass its client-secret back to iOS, correct?

So that's just a PaymentIntent, not an Invoice. You can create an Invoice first then let it generate an underlying PaymentIntent, then use it on PaymentSheet instead

Is there any way to create the invoice using api before the payment sheet initialization?

Yes you can create the Invoice Items, then create the Invoice, then finalize the Invoice. See https://docs.stripe.com/invoicing/integration
