Gotcha, you need to create accounts with the recipient ToS agreement as noted in https://docs.stripe.com/connect/cross-border-payouts#restrictions-and-requirements

Nope you need to read the doc above -- you have to use the recipient ToS for Cross Border Payouts.
This isn't supported with the full ToS agreement.
With full the Connected Acccount has to be the Merchant of Record.
Meaning you need to use on_behalf_of here with your destination charges.
