In this case, you created a debit for $20, and we talk about the difference here: https://docs.stripe.com/billing/customer/balance#debits-and-credits
Positive values are treated as a debit (an increase in the amount owed by the customer to you) that you can apply to the next invoice.
So yeah, since you created a debit on the customer balance, the amount owed will increase
